The meeting was via Zoom

Present: Mike Savino, Tom Scheffey, Mary Connolly, Jacqueline Smith, Michele Jacklin, Jeff Daniels, Mitch Pearlman, Chris Powell, Gary Gold, Steve Nevas, Paula Pearlman, Liz Gemski.

The minutes of the June 15, 2022 annual meeting and the Oct. 18, 2022 meeting and awards luncheon were accepted. There was no meeting in September 2022.

Treasurer’s report: Smith reported a balance of $11,511.78. She reported details on the annual awards luncheon in October. Total expenses were $2,773.67, which included costs for the Pond House and award plaques. This resulted in a loss of $1,573.67. A loss had been expected, since this has been a pattern over recent years. Smith suggested the board discuss possible changes to the awards event to avoid an annual loss.

Lobbying contract: CCFOI’s contract with Kozak & Salina expires at the end of 2022. At the June 15, 2022 meeting, the board authorized Savino to negotiate a new contract with the firm. Savino reported on the negotiations. The board agreed that our lobbyist, Liz Gemski, has done great work for CCFOI. Savino proposed the board approve a two-year contract extension at $10,000 per year. The motion was unanimously approved.

Legislative agenda: The board discussed FOI-related issues before the legislature. It was agreed the 2023 CCFOI legislative agenda will include three items: advocating transparency on the use of algorithms in public policy decisions, support for legislation to use cell phones as scanners to copy public documents, and opposition to provisions in state employee collective bargaining
agreements that supersede the FOI Act.

Looking forward: The next CCFOI meeting will be Dec. 20, 2022 at 9 a.m. via Zoom.
