CCFOI Meeting Minutes — May 18, 2022

The meeting was via Zoom.

Present: Mike Savino, Michele Jacklin, Kim Phillips, Mary Connolly, Jeff Daniels, Gary Gold, Liz Gemski, Jacqueline Smith, Mitch Pearlman, Colleen Murphy, Tom Scheffey, Paula Pearlman.

The minutes of the April 14, 2022 meeting were accepted.

Treasurer’s report: Phillips reported a balance of $16,385.45, the same as the April report.

Legislative report: Gemski said the 2022 session ended with a status quo on FOI issues. Labor contracts were approved. The outcome for the FOIC budget was good, with funding provided for an empty position. Judicial marshals were added to the list of protected addresses.

Algorithmic accountability: Daniels reviewed efforts to contact department heads and legislators on the need for transparency on the use of algorithms in public policy decisions. Upcoming state employee retirements has attracted some 4,000 job applications, according to Daniels, and algorithms will be used to scan applications. Legislation is not needed to release the algorithms being used.

Annual meeting: The annual meeting and awards luncheon is usually in June but the continued spread of COVID raised questions about a June event. It was decided to have an awards luncheon later in the year, perhaps in September. That will give us more time to decide on awards. We will have the required annual meeting at 5 p.m. on June 15 in the backyard of Mitch Pearlman, 35 Bunker Hill Road, Glastonbury.
