Criminal-justice reform in Connecticut increasingly is construed as a matter of concealing criminal records. Just-retired Gov. Dannel P. Malloy offered several proposals to this effect and now a coalition of church people and state legislators is urging that records of conviction for nonviolent misdemeanors and felonies be sealed if the offenders complete their sentences and stay out of trouble for a few years.
