CCFOI Meeting Minutes — Jan. 17, 2024

Connecticut Council on Freedom of Information

Minutes, Jan. 17, 2024

The meeting was via Zoom.

Present: Mike Savino, Tom Scheffey, Mary Connolly, Jeff Daniels, Michele Jacklin, Mitch Pearlman, Karen Florin, Chris Powell, Jodie Gil, Paula Pearlman, Liz Gemski.

The minutes of the Dec. 12, 2023 monthly meeting were accepted.

Treasurer’s report: Treasurer Jacqueline Smith was unable to attend the meeting but submitted her January report. Our balance is $10,863.46.  Notices for 2024 dues are expected to go out by the end of January.

Legislative report: The legislative session will open Feb. 7 and close May 8. Gemski is waiting to see any proposed changes offered by state agencies. Paula Pearlman reported FOIC has proposed to change the definition of a scanner so the public can use their own devices to obtain copies of public documents. She is following the controversy in Greenwich about public access to parking permit applications, which include email addresses. We still expect a renewed effort by a group of university professors who seek an FOI exemption for their research and other documents.

CCFOI website:  Gil continues to update the website. She has obtained access to our Facebook and Twitter (X) accounts.

CCFOI and CFOG: There was discussion of ways for these organizations to work more closely together. They are both dedicated to promoting government transparency. Savino will reach out to CFOG leaders and report back at our February meeting.

Looking ahead: The next monthly meeting will be Feb. 21 at 9 a.m. via Zoom. We tentatively agreed to return to the schedule of two meetings a month during the legislative session, on the first and third Wednesdays. In March, that would be a special meeting on March 6 and the monthly meeting on March 20.
