CCFOI Meeting Minutes — May 3, 2023

Connecticut Council on Freedom of Information

Minutes, May 3, 2023

The meeting was via Zoom.

Present: Mike Savino, Tom Scheffey, Mitch Pearlman, Jacqueline Smith, Mary Connolly, Jeff Daniels, Karen Florin, David DesRoches, Paula Pearlman, Liz Gemski.

The minutes of the April 19, 2023 monthly meeting were accepted.

Treasurer’s report: Smith reported a balance of $17,786.78.

Legislative update: Gemski said SB 1154 remains the biggest hurdle for FOI advocates. It implements the recommendations of the auditors, including a provision to exempt the disclosure of whistleblower complaints received by the auditors. Since the auditors are an arm of the legislature, it is difficult to overcome their influence. The FOI Commission wrote to legislative leaders to outline concerns about legislative proposals that would have significant impact on freedom of information issues. That letter is attached to
these minutes.

Membership: Savino spoke to Jodie Modzer Gil who is interested in joining the CCFOI board. She is the former president of the Connecticut Society of Professional Journalists and associate professor of journalism at Southern Connecticut State University. The board unanimously voted to invite her to join the board.

Governance Committee: There was agreement to form a Governance Committee to handle board nominations and other issues. Those interested will meet before the May 17 monthly meeting to discuss how to organize the committee.

Bylaws: Mitch Pearlman distributed a new draft document. It will be discussed at the May 17 meeting.

Looking ahead: The next monthly meeting is May 17 at 9 a.m. via Zoom.
